Irene Muloni Woman member of Parliament Bulambuli district and currently aspiring Member of Parliament Elgon North County Bulambuli district has highlighted her transformative plan for Elgon County under the eighth pillar of her “Smart Manifesto,'entitled' Local Action for National Impact,” the plan outlines a comprehensive blueprint for urban development, youth empowerment, and citizen accountability in Uganda’s commercial and administrative heart.
According to Hon Muloni former minister of energy Elgon County is among key district in Bugisu that produces best coffee hence improving Uganda’s economic and food hub, yet it faces challenges of poor road network, youth unemployment, poor health, and low markets.
She plans to focus on practical, measurable, and transformative solutions to ensure that the constituency thrives not only economically but also socially.
Under her plan, all major roads within the constituency and entire district will be constructed and fitted with modern drainage systems to prevent flooding and landslides
Muloni envisions a Elgon North where major roads meet modern standards and drainage corridors are fully rehabilitated, ensuring smoother movement and improved living conditions.
Addressing youth unemployment, Muloni plans to launch a skilling hub and National Enterprise Fund that will provide startup capital, mentorship, and vocational training in trades such as ICT, fashion, mechanics, and the creative arts.
The initiative is expected to create thousands of direct and indirect employment opportunities, empowering the next generation of entrepreneurs and skilled workers.
Muloni envisions a constituency where residents have 24-hour access to primary healthcare and preventable diseases are significantly reduced.
Elgon North Constituency to Muloni's plan is the establishment of the Elgon Constituency Service Centre, which will act as a hub for public consultation, community coordination, and legal support.
The center will allow citizens to submit and track complaints digitally, receive mediation for community disputes, and engage directly with local leaders.
Monthly accountability reports will ensure that development progress and constituency expenditures are transparent, reinforcing a culture of trust between leadership and residents,"she assured."
She commits to support youths and women entrepreneurs who will receive dedicated support through a specialized desk at the service center, which will assist in accessing grants, training, and business registration.
Special emphasis will be placed on empowering female entrepreneurs, single mothers, and persons with disabilities, enabling thousands to establish and grow micro-enterprises.
