The Speaker of Parliament, Anitah Among, has refused to approve the appointment of Francis Zaake, the MP for Mityana Municipality, as the Deputy Chief Whip in Parliament.
According to the Speaker, such a position does not exist within the Rules and
Procedures of Parliament.
"We do not have that position (Deputy Chief Whip) in our Rules of Procedure. We do not have it, so please withdraw it. We have a whip, who is yourself, but we do not have a deputy in our Rules of Procedure. If someone has been given such a position, it is not valid," said Among.
The Speaker's decision came after John Baptist Nambeshe, the Chief Opposition
Whip, attempted to assign Zaake to two positions: Shadow Minister of Presidency
and Security, as well as Deputy Chief Whip.
The Speaker halted this move, leading the opposition to retract their decision.
It is worth noting that Zaake's relationship with Speaker Among has been
strained since a previous incident in Parliament.
Zaake had been censured for allegedly using inappropriate language against Speaker Anita Among following comments she made that seemed to cast doubt on his claims of being a victim of torture.
Expressing his dissatisfaction with the decision, Zaake took the matter to court in an attempt to have it nullified.
Zaake has voiced his frustration, stating that both Speaker Anita Among and Deputy Speaker Thomas Tayebwa have prevented him from speaking in Parliament since his censure. Zaake argues that such actions are unacceptable, especially considering his role as a representative of the people.
It remains unclear whether the relationship between Zaake and the Speaker will be repaired, especially with the new opposition leadership in Parliament.
While still dealing with cases before the Rules, Privileges, and Discipline Committee, Zaake was replaced as a Commissioner of Parliament, two years after his initial removal by a group of legislators.
