Parliament probes delay in USMID projects as officials accuse former minister of sabotage

Political leaders from Ntungamo, Kabale, and Mbarara City have urgently sought Parliament intervention due to the prolonged delay in completing Uganda Support to Municipal Infrastructure Development (USMID) projects.

 The infrastructure committee of Parliament engaged with district officials and contractors to assess the status of these critical projects, initiated with a World Bank loan.

 Allegations have surfaced against former Lands Minister and current Inspector General of Government (IGG) Betty Kamya, accusing her of impeding the progress of road construction in the mentioned cities and municipalities.

The controversy has further intensified as the deadline for project completion looms, set for December 31, 2023.

Despite the looming deadline, progress in Kabale municipality stands at a concerning 50 percent.

Multiplex Limited, the contracted company responsible for implementation in the three districts, is under scrutiny for its perceived lack of capacity to meet project deadlines.

During a parliamentary hearing, Multiplex Limited assured the committee that the remaining two weeks were sufficient for substantial completion.

However, skepticism arose among members of parliament, leading to the director of Multiplex Limited, Ntege Bossa, being put under oath for clarification.

The IGG, Betty Kamya, became entangled in the controversy as the committee questioned the source of her authority to direct a previously halted contractor to resume work on the projects.

Tony Awany, a committee member, expressed concern about the viability of completing the projects within the stipulated time frame.

The situation has prompted the infrastructure committee to schedule a meeting with the USMID secretariat to deliberate on the fate of the crucial project and explore the possibility of extending the deadline.

As tensions rise and uncertainties persist, the parliamentary inquiry seeks to unravel the complexities surrounding the delayed USMID projects.
