Jimmy Nambiro, the Head of the Education Desk in State House and also serving as President Museveni's Private Secretary in-charge of Education and Skilling, has warned head teachers and school administrators in Bugisu Sub-region and Uganda at large against charging illegal fees in Universal Primary Education (UPE) and Universal Secondary Education (USE) schools.
Nambiro said his office receives several complaints on a daily basis about head teachers in Bugisu, most especially Mbale City, who have continued to charge fees and deny children education, which is contrary to the Education Act of 2008 passed by Parliament of Uganda.
He reiterated that during his monitoring in different districts in Bugwere, Buganda and Western parts of Uganda, some political leaders and head teachers have understood the Education Act and they are preaching free education without denying children the right to education.
"Errant head teachers who have continued to deny children free education risk arrests and no one is above the law," Nambiro said.
Nambiro also cautioned school heads against using religious leaders to defend the charging of illegal fees in government schools, saying it is wrong and contrary to the laws of Uganda.
He noted that UPE and USE schools are fully funded by government and no child should be denied education due to failure to pay fees.
Nambiro stressed that any head teacher found using religious or political influence to violate the Education Act 2008 will be dealt with according to the law.
He urged parents and leaders to report cases of illegal charges to ensure all children access free education as directed by President Museveni.
