According to locals the manual system has resulted in slide collection of local revenue for instance the council only collects shs.320 million out of the projected shs.1.5 billion in the last quarter of this financial year .

James wokadala  a resident and businessman revealed that previously city authorities contracted Nulu tour travel agency which introduced digital collection of revenue but later they went back traditional manual receipting which have sabotaged  revenue collection .

He added that all revenue should be paid into the city council bank accounts electronically and electronic receipts matching with the invoice earlier issued to the tax payer.

Wokadala argued that government should give all the local governments, cities inclusive uniform electronic revenue collection systems that should be interfaced with integrated financial management systems .

John Rex Achilla the Resident City Commissioner attributed the problem to corruption among council officials .

Achilla said that in the last financial year, they excepted to collect SHS .666M from trading licenses but only about half was realized .

He added that street parking was estimated to raise shs.112M but only 41M was collected.

He emphasized that we want the city to regain its glory of a well-organized city and cleanest but the officials have made services very difficult.

James Kutosi the City spokesperson said that they have started awarding open tenders and issuing demand notes to all the companies and organizations that operates with in the city as some of the strategies to fight corruption .
